The concept of Community-Based Rehabilitation (CBR) has been part of Pakistan's disability inclusion journey since 1990, followed by the country's membership in the CBR South Asia Network in 1993. Although no provincial network of CBR organizations existed at the time and the movement gradually became less active, the need for a stronger collective platform remained. On October 04, 2011, Community-Based Inclusive Development CBID Network PK Sindh was established in Islamabad through the joint efforts of Organizations of Persons with Disabilities, disability-focused organizations, development partners, government stakeholders, academic institutions, and international organizations committed to strengthening disability inclusion across Sindh.
The Network's first Secretariat was supported by CBM and hosted by CHEF International. Today, the Secretariat is supported and hosted by HANDS Foundation Pakistan. Under the leadership of Dr. Shahnawaz Munami as Provincial Coordinator, Ghulam Nabi Nizamani as International Coordinator, and dedicated provincial coordinators representing Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, and Azad Jammu & Kashmir, the Network strengthened collaboration, encouraged shared learning, and contributed to advancing community-based inclusive development throughout Pakistan.
Community-based Rehabilitation (CBR) was introduced by UNICEF, creating stronger local support for persons with disabilities.
Pakistan joined the CBR South Asia Network, encouraging collaboration, shared learning, and regional cooperation.
CBID Network PK Sindh launches in Islamabad, bringing organizations together to advance inclusion across the country. The initiative followed directly from the first CBR Asia Pacific Congress, held in 2009 in Bangkok, Thailand, where Pakistani stakeholders came together and agreed on the need to establish a network in Pakistan.
After the Constitutional amendment Pakistan CBID Network PK Sindh supported legislative progress provincial, contributing to stronger disability rights and institutional development across Sindh. These efforts bore fruit in the form of provincial and Islamabad Capital Territory (ICT) legislation harmonized with the UNCRPD, most notably the Sindh Empowerment of Persons with Disabilities Act 2018. Sindh became the first province to establish a separate government department and Disability Authority, along with a revised disability assessment certificate.
CBID Network PK Sindh is formally registered, and the CBID Institute continues serving as a Centre of Excellence for learning, research, capacity building, and disability-inclusive development.
