From CBR to CBID

How Community-Based Rehabilitation Evolved Into
Inclusive Development

The history of Community Based Rehabilitation (CBR) and Community Based Inclusive Development (CBID) is marked by their evolution from service delivery to community development. CBR was first initiated by the World Health Organization (WHO) in the late 1970s. Over the years, CBR has grown into a comprehensive global strategy operating in over 90 countries. The term “Community-Based Inclusive Development (CBID)” was formally introduced and promoted at the First Asia-Pacific CBR Conference held in Bangkok, Thailand, in 2009. Pakistan played a visible role in highlighting the transition from Community-Based Rehabilitation (CBR) toward CBID. The term "CBID" aims to ensure that people with disabilities are respected and included in their communities on an equal basis in all areas of life.

The transition from CBR to CBID has been popularized for disability inclusion, with many organizations implementing both CBR and CBID to improve the lives of individuals with disabilities. Despite the awareness of their contributions, there is often confusion regarding the difference between CBR and CBID. To address this, several regional networks were established. The CBR Africa Network (CAN), the CBR Asia-Pacific Network, and the CBR Americas Network. These three regional bodies, along with other partners, came together to form the CBR Global Network (CGN), established in Agra, India, in 2012 during the 1st CBR World Congress. Each of these networks holds periodic conferences to bring together stakeholders.

CBID Network PK Sindh was founded by participants of the Bangkok Conference, WHO Pakistan, and a like-minded organization in 2011 at the Serina Hotel in Islamabad. To further expand and engage with the community, provincial chapters were established. CBID Network PK Sindh took the lead and registered the network in Sindh.
